Charged with the responsibility to (a) Review territorial wide policies, programs, and recommendations for comprehensive and streamlined delivery of services, (b) Identify barriers and means of removing them to better coordinate, align and avoid duplication, (c) Provide assistance to local areas to develop and continuously improve the One-Stop delivery; (d) Develop and update a comprehensive territorial set of performance and accountability measures, (e) Develop other policies and may promote territory wide objectives and enhance performance.

Review and develop policies (executive and legislative) to ensure individuals have full access to workforce investment activities, education and support services to enter and retain employment.
Review of standard performance measures required by the U.S. Department of Labor under WIOA regulations and ensure the WIOA system has the capacity and infrastructure to collect and report data to demonstrate effectiveness of funded programs and activities. These will also extend to policies required to effectuate a one stop center in American Samoa.
Review guidelines and regulations required to establish a One-Stop Center as well as develop and manage an implementation and financing plan for its effective operation and certification.
Review the existing WIOA WBL program activities, conduct performance evaluations on an ongoing basis and make recommendations for quality improvements if necessary.
Develop an outreach and marketing plan for raising awareness about workforce investment activities, employment and training opportunities as well as carry out information gathering, surveying, data collection and other forms of community based assessments to inform decision-making processes of the board.
